IIOE Quality Assurance 2.0 Consultation Meeting
——Harnessing IIOE QA 2.0 as a developmental agent: taking up the potential of online and blended teaching and learning for quality and inclusive higher education
The Covid-19 pandemic drastically changed the higher education landscape, in which HEIs adapted quickly to conducting teaching and learning, research, and administration and management in online or blended mode. Then practices that were originally conceived as covid-response measures, including but not limited to online teaching staff professional development, digital curriculum, are likely to remain as a key learning method even after the pandemic. To ensure quality implementation of online and blended teaching and learning (OBTL), a quality assurance (QA) framework and implementation mechanism designed for OBTL is thus urgently needed by higher education institutions(HEIs).
IIOE QA 1.0, including the first version of QA framework and its associated online self-assessment tool that was launched together with IIOE in 2019 aims to provide a comprehesive guidelines to support its partner HEIs to implement OBTL. IIOE QA 2.0 is an upgrade of the IIOE QA 1.0. It addresses the limitation of operationalization in IIOE QA 1.0 by providing support and toolkits for HEIs to operationalize IIOE QA Framework 2.0 at institutional and Programme/Course level. IIOE QA 2.0 aims to support HEIs to navigate this new landscape of OBTL by providing a toolkit in addition to an updated quality assurance framework.
IIOE Quality Assurance 2.0 was presented in the IIOE Partnership Meeting 2021 (Africa and West Asia) on July 29 among international experts and IIOE partner HEIs. Experts of higher education quality assurance from Africa, Asia and Pacific discussed how IIOE Quality Assurance 2.0 can be applied to support partner HEIs to improve the quality of OBTL. Comments and suggestions received in the meeting supported IIOE team to further revise IIOE QA 2.0. An updated version of IIOE QA 2.0 was then developed after the meeting which also integrated feedbacks and suggestions from IIOE partner HEIs.
In this context, IIOE Quality Assurance 2.0 Consultation Meeting will be held on 28th October as a follow up event to IIOE Partnership Meeting 2021 (Africa and West Asia) . The meeting aims to present the updated version of IIOE QA 2.0 and validate it with IIOE partner HEIs, international experts and UNESCO. After the meeting, IIOE will launch IIOE QA 2.0 together with all participating HEIs as an joint outcome.

Objectives
- Consultation with IIOE partner HEIs, international experts on IIOE QA 2.0 and shape a common understanding of the updated IIOE QA 2.0.
- Validation of the IIOE QA 2.0 by UNESCO-ICHEI with IIOE partner HEIs.
- Discussion of implementation of IIOE QA 2.0 at pilot countries and IIOE partners HEIs.
Expected outcomes
- Formulate a validated final version of IIOE QA 2.0 .
- Launch IIOE QA 2.0 by UNESCO-ICHEI and its partner HEIs.
- Initiate knowledge products as a contribution to the UNESCO World Higher Education Conference 2022.
