The Third Session of the First Governing Board Meeting of the International Centre for Higher Education Innovation under the auspices of UNESCO (ICHEI) was chaired by Mr. WANG Lixin, Deputy Mayor of Shenzhen Municipal Government and Chair of ICHEI’s Governing Board. During the meeting, the Governing Board Members listened to ICHEI’s Work Report in 2018, Work Plan for 2019, listened to and examined ICHEI’s Budgetary Plan for 2019, and listened to the Report on UNESCO-Shenzhen Funds-in-Trust Project.
Prof. LI Ming said, under the leadership of UNESCO as well as Shenzhen Municipal Government, and guidance of the Chinese National Commission for UNESCO, and with the support of SUSTech, ICHEI has been actively engaging itself in the field of higher education under the framework of Sustainable Development Goal 4 (Education 2030), the UNESCO 2012 Paris OER Declaration, Qingdao Declaration, and Shenzhen Declaration and has carried out a series of work.
Hopes of the Governing Board:
1. ICHEI could fully tap the industrial advantages of information communication technologies in Shenzhen, act as the bridge for international cooperation on higher education and help Asian and African developing countries improve higher education quality to promote equitable education.
2. ICHEI could be an active player in the process of building Shenzhen into a modern, international, and innovative city, seize the opportunity of building the Great Bay Area of Guangdong, Hong Kong and Macau, and better facilitate Chinese enterprises in going global.
3. ICHEI further improves its internal institutional management, better the personnel management system and the financial system, and establish clear performance indicators.
Advice from the Governing Board:
Mr. Matoko: ICHEI can expand the project countries under the UNESCO-Shenzhen Funds-in-Trust to more countries and make greater contribution to achieve the SDG4.
Mr. TANG Qian: ICHEI should maintain consistency and sustainability in its work; for example, continue to facilitate the African countries in establishing higher education quality assurance mechanisms so as to form a comprehensive system.
Mr. QIN Changwei: ICHEI should follow the consensus reached by Chinese President Xi Jinping and UNESCO Director General Ms. Audrey Azoulay and integrate the essence of such consensus into ICHEI’s future work.
Mr. CHEN Yidan: ICHEI should diversify the sources of funds to achieve sustainable and healthy development.
Prof. Freddy Boey: ICHEI should adopt a more comprehensive and systematic way to assess the effectiveness of its work.
Mr. ZHANG Jihong: ICHEI should integrate the resources of universities in Shenzhen and strengthen its support and investment in MOOC development.
Prof. CHEN Shiyi: ICHEI should further expand its partnership with universities all over the world and take the initiative to recruit international students for SUSTech.
